Confirm a pair as the same record

POST 
/api/v1/potential-matches/:id/confirm

Accepts the pair as one real-world thing and merges them. The surviving record keeps the winning value for each attribute according to the profile's survivorship rules, and the merge is reversible. Requires entity.merge and potential-match.resolve.
