Check that the API is serving

GET 
/api/v1/health

Returns 200 as soon as the API is accepting requests. It needs no credentials and touches no storage, so it answers "is this instance up?" and nothing more — a database outage does not change the answer. Use it for uptime checks and load-balancer probes.
