List custom validators

/api/v1/metadata/validation/custom-functions

Returns the catalog of named custom validators (NPI Luhn, ABA routing, LEI ISO 17442, IBAN MOD-97, …). Each entry has name, description, paramSchema, errorCodes[]. Use it to populate a custom-function picker rather than hardcoding the list. Requires dq.validation-rule.read.
