Create a resolution rule

Tells the platform how to turn a source system's natural key into a record — which attribute holds the key, on which entity type. This is what lets a feed express relationships in its own vocabulary. Activating a rule also re-examines assertions that were waiting on it. Requires relationship-resolution-rule.create.
